This chapter shall apply to all plants, systems, equipment or devices hereinafter constructed or installed within the town for the use, handling, storage or sale of gasoline, propane, compressed or liquefied natural gas or other inflammable materials, and to existing plants, systems, equipment or devices, when, in the judgment of the Town Manager, the same constitutes a menace to life or property.
