§ 94.004 TOWN RESERVES RIGHT TO RESTRICT AND LIMIT.
   If the Chief of Police determines the purpose of the parade to be controversial in nature, the town reserves the right to restrict the area, the time and the length of the parade, procession or open-air meeting in order to minimize safety concerns while yet preserving the freedom of speech. The permit issued will indicate such limitations, and will be issued without fee or charge, except in certain circumstances whereby the town incurs significant cost to assure the safety of the community and in such case the cost incurred will be passed on to the organizers of said event.
