   (A)   In accordance with the provisions of § 1102 of the Mode Traffic Code, and when official signs are erected giving notice thereof, the speed limit shall be as specified for the following intersections or approaches thereto and upon the following streets or portions thereof:

   (B)   No person shall drive a vehicle on a street or highway within the municipality at a speed greater than is reasonable and prudent under the conditions existing, and in no event greater than a posted speed limit as established pursuant to the provisions of §§ 1101 or 1102 of the Model Traffic Code.

   (C)   Except when a special hazard exists that requires lower speed, and except as otherwise provided herein, the following speeds shall be lawful: any speed not in excess of a posted speed limit as established pursuant to the provisions of §§ 1101 or 1102 of the Model Traffic Code. Any speed in excess of a posted speed limit as established pursuant to the provisions of §§ 1101 or 1102 of the Model Traffic Code shall be considered maximum lawful speed limits and not prima facie speed limits.
