§ 71.001 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly requires a different meaning. When not inconsistent with the context, words used in the present tense include the future, words in the plural number include the singular number, and words in the singular number include the plural number. The word “shall” is always mandatory and not merely directory.
   HEAVY VEHICLE. Any vehicle designed or operated for the transportation of persons or property, and whose body weight or combined body and load weight exceeds 26,000 pounds.
   HEAVY VEHICLE ROUTE. A way over certain streets, as designated herein, over and along which heavy vehicles must operate.
   PERSON. Any person, firm, partnership, association, corporation, company or organization of any kind.
   TOWN. The Town of Limon, Colorado.
