(A) The contents of privy vaults, septic tanks or cesspools within the limits of the town shall not be removed therefrom, nor shall the same be transported through any street, alley or public place within the town, except in a sanitary manner, through or by means of air-tight tanks, if soft and mixed with matter and, if solid or dry, in tight-covered tanks in such manner as shall prevent the escape of any noxious gases or offensive odors, and preserve such contents from sight or exposure during transportation.
(B) All tools, appliances and vehicles used in such cleaning and removal shall be kept and maintained in sanitary condition and shall be subject to inspection and licensing by the Department of Health.
