(A) All operators of refuse or recycle collection sites within the town shall enter into an operation and maintenance agreement with the Board of Trustees, which shall be applicable to each specific circumstance and condition as appropriate.
(B) The town shall have the right to suspend or revoke each designation of a town refuse collection site as conditions warrant such change.
