Nothing in this chapter shall be construed to prevent the ordinary maintenance or repair of any exterior architectural feature of any property which has been designated an historic structure or landmark, or which is situated in a designated historic district, and which does not involve a change in design, material, or outer appearance thereof; nor to prevent any environmental or building change that the Building Department or Lima Fire Department shall certify in writing is required for the public safety due to an unsafe or dangerous condition.
