1828.13   SEVERABILITY.
   (a)   If any section, subsection, sentence, clause, phrase, or portion of this chapter is held invalid or unconstitutional by a court of competent jurisdiction, such portion shall be deemed a separate, distinct, and independent provision, and such holding shall not affect the validity of the remaining portion thereof.
   (b)   The requirements of this chapter shall be met in addition to the established requirements and standards of the other applicable ordinances of the City. Where conflicts exist between requirements of this chapter and other ordinances adopted by Council, the strictest interpretation shall apply and thereby supersede the less strict requirement.
