A certificate of appropriateness shall be required before any change, as defined in Section 1828.02, may be instituted within the district, whether or not said change requires a building permit. No change shall be instituted or made within the district except in strict conformity with the plans and application approved by the Board in its approval and issuance of the certificate of appropriateness. A certificate of appropriateness issued for a particular change shall be effective only for such change and only for a period of one year from and after the date of its issuance by the Historic Preservation Board. Upon expiration of the certificate of appropriateness, no further or continued change shall be authorized by such certificate. Further or continued change shall be authorized only after the issuance of a new certificate of appropriateness with respect to such change.
