Any person who fails to register the property, post bond, or provide proof of insurance shall be assessed a civil penalty of Three Hundred and Fifty Dollars ($350.00). In the event that the person fails to pay the Civil Penalty, or portion thereof, within thirty (30) days after being notified in writing, by regular U.S. Mail, or posting on the premises, of the amount thereof by the Drug House Nuisance Administrator, such amount may be collected by using one or more of the following methods, provided however that the civil penalty is collected once:
(A) Such penalties may be certified by Council to the County Auditor and placed upon the tax duplicate for collection as a special assessment and thereupon shall be collected as other taxes and assessments; or
(B) The Director of Law is authorized to bring suit for judgment and take other necessary legal action to collect such penalties.
