2024.01   NOTICE REQUIREMENTS.
   (A)   Whenever the Administrator determines that there has been a violation of this Code, notice shall be given to the owner of the property or the person or persons responsible therefor, as well as any known lien holders of record, in the manner prescribed herein.
   (B)   The notice prescribed shall:
      (1)   Be in writing;
      (2)   Include a description of the real estate sufficient for identification;
      (3)   Include a statement of the reason or reasons why the notice is being issued;
      (4)   Include an abatement order allowing a reasonable time to abate the nuisance, enter into a rehabilitation plan, list the property for sale, requiring Drug House nuisance registration, and otherwise comply with the provisions of this Code; and
      (5)   Include a statement notifying the person of any administrative appeal rights and procedures.
   (C)   Method of Service - The notice prescribed shall be served by one of the following methods:
      (1)   Delivery by personal service upon the person to whom the notice is directed; or
      (2)   Sent by regular U.S. mail, evidenced by a Certificate of Mailing addressed to such person at his or her last known address as reflected in the records of the Allen County Auditor.
      (3)   If no address is available, then a copy of said notice shall be posted in a conspicuous place in or about the structure or premises affected by such notice, and the notice shall be published once in a publication having general circulation in Allen County. When such a notice is so published, any time periods referenced in the notice shall commence from the date of publication.
      (4)   Service of such notice in the foregoing manner upon the owner's agent or upon the person otherwise responsible for the premises shall constitute service of notice upon the owner.
      (5)   Lienholders shall be served in the same manner as set forth herein.
