(A) The Public Nuisance Administrator, as designated by the Mayor, shall enforce all of the provisions of this Code.
(B) Whenever the Public Nuisance Administrator is notified by complaint that a property may be a public nuisance, as defined in this Code, he/she shall promptly cause the premises to be inspected and photographed. If the complaint is substantiated the Public Nuisance Administrator or his/her designee shall gather appropriate information from City departments and governmental agencies, such as utility records, property maintenance complaints, building and zoning permits, orders and adjudications, fire reports, police reports, health department records, bankruptcy notices, and public records indicating ownership of the property and payment of real estate taxes.
(C) If upon review of the information obtained the Public Nuisance Administrator finds that a public nuisance exists, he/she shall cause notification of the finding to be served upon the record owner and posted upon the premises where appropriate.
