The purposes and intent of this Code are to enable Section 1 of the City Charter which gives Council the authority by ordinance to define, prohibit, abate, suppress and prevent all things detrimental to the health, morals, comfort, safety, convenience and welfare of the inhabitants of the City, and all nuisances and causes thereof, and to do all things necessary to promote the health, convenience, comfort and welfare of the City’s citizens and advance the moral, social, physical and intellectual standard of its citizenship, and thereby to protect the public health, safety and welfare of city inhabitants by eliminating nuisances in existing structures, residential and nonresidential, and on all existing premises; to prevent the blighting of the City’s neighborhoods; to promote peaceful and safe communities; and to provide for administration, enforcement and penalties.
