(A) The emission of dense smoke within the City from any open fire; from the smokestack or chimney of any building or premises, other than private residences housing not more than two families, except for the period of or periods aggregating six minutes or less in any one hour at a time when the fire box is being cleaned out or a new fire being built therein; or from the stack of any locomotive for a period in excess of one continuous minute after such locomotive is ready for service; of a density equal to or of greater density than No. 2 smoke, as defined by the Ringelmann Chart, on file in the office of the City Engineer, which is incorporated herein by reference, is prohibited.
(B) The emission of dense smoke in violation of subsection (a) hereof is hereby declared to be a nuisance and may be summarily abated by the City Engineer, the Fire Chief or anyone whom they may duly authorize for such purpose. Such remedy shall be in addition to any other penalty provided for in this Code.
