(A) No person shall smoke or carry a lighted cigar, cigarette or pipe, or use any spark, match or flame-producing device, on any bus operated under franchise with the City. It is hereby made the duty of the operator of each bus to cause this requirement to be observed.
(B) Any person having a franchise with the City to operate buses within the limits thereof shall cause to be conspicuously displayed durable signs on each bus bearing the sign prescribed by subsection (B) hereof, such signs to conform to the specifications contained in such subsection.
