In case of any violation of or noncompliance with any rule or regulation of the Combined Allen County General Health District relative to plumbing or any provision of the Ohio Plumbing Code, the approval of the plans and specifications thereof shall be nullified by the District Inspector and notice thereof shall at once be given to the plumbers having charge of the work and doing the same, and to the owner of the building or his agent. Thereupon all work under such plans and specifications shall immediately cease and work shall not recommence until such plans and specifications shall have been reapproved by the Inspector. The equitable remedy provided for herein shall be in addition to the penalty provided in Section 1474.99.
