No installation shall be made unless it is in strict conformity with the provisions of this Electrical Code, applicable State statutes and the rules and regulations issued by the Industrial Commission of the State under the authority of the State statutes and unless it is in conformity with approved standards of construction for safety to life and property. In every case, where no specific type or class of material or no specific method of construction is prescribed by State statutes, by regulations issued thereunder or by this Electrical Code, then conformity with the regulations governing installation as specified in the National Electrical Code, as published by the National Fire Protection Association (NFPA), and other installation and safety regulations governing installation approved by the National Fire Protection Association (NFPA) or the American National Standards Institute (A.N.S.I.), shall be prima-facie evidence of conformity with approved standards of construction for safety to life and property.
