1468.09   ELECTRICAL TRAINEE CERTIFICATE.
   (A)   Any person who engages in electrical work, other than a licensed journeyman electrician, shall possess an electrical trainee certificate issued by the Building Commissioner. Possession of such certificate will enable such person to learn the trade and will be credited to his experience when such person applies for a journeyman's license.
   (B)   An electrical trainee certificate shall be issued to an applicant upon payment of a ten dollar ($10.00) fee and shall be in effect for one calendar year and may be renewed annually upon the payment of the same fee.
   (C)   Not more than three electrical trainees shall assist each licensed journeyman electrician and such trainees shall be under the direct supervision of such journeyman at all times. No restriction is placed on the number of those helpers assisting the journeyman who are not engaged in actual electrical work.
