A preliminary certificate of approval may be issued by the Building Commissioner authorizing the connection and use of certain specified portions of an incomplete installation. If, upon inspection, the installation is found not to be fully in compliance with this Electrical Code, the Building Commissioner shall at once forward to the person installing the wiring, a written notice stating the defects which have been found to exist. When a certificate of approval is issued authorizing the connection and use of temporary work, such certificate shall be issued to expire at a time to be stated therein and shall be revocable by the Building Commissioner for cause.
