Any person adversely affected by a decision or order of the Electrical Inspector or the Building Commissioner shall have the right to appeal from such decision or order to the Board of Appeals by filing a notice of appeal in writing with the Mayor within ten days from the date the decision or order appealed from was made. Within five days after receipt of such appeal, the Board shall set the time and place for a hearing and conduct such hearing at the time fixed. In its written decision, it may reverse, modify, or affirm the decision or order appealed from.
