Except for the Electrical Inspector, the Board of Examiners shall serve as the Board of Appeals for all matters regulated by the National Electrical Code. No member of the Board shall participate in a case in which the member is directly or indirectly interested; in the event of the disqualification of any such member or the member’s necessary absence, the Mayor shall appoint a temporary substitute member for the purpose of hearing any appeal.
