It shall be the duty of the City Engineer to see that all new buildings and dwellings erected and all changes in the fronts of buildings and dwellings already erected are supplied by the owners thereof with the number to which they are entitled under the provisions of this chapter. In all such cases the figures shall correspond with the plan or system and specifications contained herein.
