(A) The initial or starting lines shall be Market and Main Streets. Numbering shall be as follows: north and south from Market Street and east and west from Main Street, allowing 100 numbers to each block. The numbers in each block shall correspond as much as possible.

(B) The even numbers shall be put on the right side of the streets and the odd numbers upon the left sides, allowing not more than twenty feet for each number.
