1420.13   ABSENCE OF OWNER FROM CITY
   In all cases, except emergency cases, persons having an interest in real estate upon which a dangerous building is situated shall be notified by one of the methods provided in the Ohio Rules of Civil Procedure. In the event that the address of a person cannot be ascertained with reasonable diligence, publication of notice shall be made once in a newspaper of general circulation. If a person is served with notice by publication, a copy of the Building Commissioner’s order shall be posted in a conspicuous place on the dangerous building to which it relates. Notice by publication shall be complete after the expiration of ten days from date of the newspaper publication.
