Building material shall not be deposited within ten feet of any fire cistern or hydrant. The outside line of any deposited material shall not extend into the street farther than one-third the distance from curb to curb of such street or into the sidewalk farther than one-half its width. Gutters shall be kept clean and free from all obstruction.
