The Building Commissioner shall, for each permit issued as required by Section 1412.01, collect a fee of ten dollars ($10.00). At the time of issuing such permit, he shall require a deposit of not less than twenty-five dollars ($25.00) nor more than five hundred dollars ($500.00) as a guarantee of compliance with the provisions of this chapter. The City may, from such deposit, pay any expenses incurred by it in performing any work required by the provisions of this chapter which the permittee refuses or neglects to do.
