The Building Commissioner and all deputies, assistants, employees or other persons assigned to cooperate with the Commissioner by City departments, so far as may be necessary for the performance of their duties, shall have the right to enter any building, any building under construction, repair, alteration or removal, or any building which the Commissioner has reasonable cause to believe is unsafe, a menace to life or limb or damaged or menaced by fire.
