1410.06   INSPECTIONS.
   (A)   Authority of Building Commissioner. All construction or work for which a permit is required shall be subject to inspection by the Building Commissioner.
   (B)   Inspection Record Card. Work requiring a building permit shall not be begun until the permit holder or the holder's agent has posted an inspection record card in a conspicuous place on the front of the premises and in such position as to allow the Commissioner to conveniently make the necessary entries thereon for inspections of the work.
   (C)   Written Approval Required.
      (1)   No work shall be done on any part of a building or structure beyond the point indicated in each successive inspection without first obtaining the written approval of the Commissioner. Such approval shall be given only after an inspection has been made of each successive step in the construction, as required by division(d) of this section.
      (2)   There shall be a final inspection and approval of all buildings when completed and ready for occupancy.
   (D)   Required Inspections.
      (1)   No reinforcing steel, structural framework or any part of a building or structure shall be covered or concealed in any manner without first obtaining the approval of the Commissioner.
      (2)   It shall be the responsibility of the permit holder to notify the Commissioner when work is ready for the various inspections required by this Building Code. Such notice shall be given a reasonable time in advance of the time such inspection is desired, but in no event shall the notice be less than 24 hours prior to the time of inspection.
      (3)   The Commissioner, upon notification from the permit holder or the holder's agent, shall make the following inspections of buildings and shall either approve the portion of construction as completed or notify the permit holder or the holder's agent wherein the completed portion fails to comply with the law:
         (a)   A foundation and footing inspection, to be made after the trenches are excavated and the form erected and when all materials are either on the job site or are being delivered (such as transit-mixed concrete);
         (b)   A frame inspection, to be made after the roof, all framing, fire- blocking and bracing is in place and all pipes, chimneys and vents are completed; and
         (c)   A final inspection, to be made after the building is completed and ready for occupancy.
      (4)   No person shall cover, prior to inspection, any work required to be inspected under the provisions of this Building Code. The Commissioner shall require the holder of the permit to uncover such work for inspection, and the cost of uncovering such work and of replacing the cover after the work has been found satisfactory shall be borne by the holder of the permit. The remedy provided herein shall be in addition to the penalty provided in Section 1404.99.
   (E)   Additional Inspections. The Commissioner may make such additional inspections of any construction work as are necessary to ascertain compliance with the provisions of this Building Code or other laws which are enforced by the Building Inspection Division.
   (F)   Special Inspections. In addition to the required inspections, the Commissioner may require the owner or the owner's agent to employ a special inspector who shall be present at all times on special construction or on work involving unusual hazards or requiring constant inspection. The special inspector shall be a qualified person approved by the Commissioner.
