Nothing in this Chapter shall be construed to prevent the ordinary maintenance or repair of any Structure within the Design Review District, provided such work involves no change in material, design, texture, or outer appearance. Any Alteration of any Structure which in the view of the Building Commissioner is required or desirable for the public health or safety because of an unsafe or dangerous condition shall not be subject to the provisions of this Chapter, as may be determined in the discretion of the Building Commissioner.
