Any Applicant who receives a final denial of an Application to Alter a Structure or New Construction may appeal the decision of the Design Review Board to the Lima City Council by serving a notice of the appeal to the Clerk of Council within fourteen (14) days of the date of the decision of final denial. Such appeal shall be heard by Council as an administrative appeal. Council may affirm, reverse, or modify the decision of the Review Board as it determines to be appropriate. Any person adversely affected by a decision of Council under this Chapter may appeal to the Allen County Common Pleas Court, according to law.
