1409.04   CERTIFICATES REQUIRED.
   (A)   No Alteration of any Structure or New Construction within the Design Review District shall be undertaken prior to obtaining a Certificate of Appropriateness from the Design Review Board, and a Certificate of Occupancy from the Building Commissioner. No Permit or Certificate of Occupancy shall be issued by the Building Commissioner for any such Alteration or New Construction unless the Design Review Board has first issued a Certificate of Appropriateness.
   (B)   A Certificate of Appropriateness shall not be required by the Building Commissioner for Alteration of any existing residential structure within the Design Review District which is used and designed as a one or two family dwelling unit, as defined in the Ohio Basic Building Code, and continues in this residential use.
