(A) The Board shall develop a “Policies and Procedures Manual” that establishes guidelines for meetings, hearings, application contents, submittal and review, and any other guidelines or procedures necessary for making decisions within the District. A majority of the membership of the Board shall constitute a quorum, and any action or decision of the Board shall have the support of a majority of its members. The Policies and Procedures Manual, and any amendments thereto, must be approved by Council.
(B) In accordance with the terms of this Chapter and the Policies and Procedures Manual, the Design Review Board shall evaluate any proposed Alteration to any Structure or New Construction within the Design Review District. In reviewing any proposed Alteration or New Construction, the Board shall use as evaluative criteria the Downtown Lima Design Guidelines, incorporated herein and appended hereto as Appendix A. In the case of archeological properties, the Design Review Board shall refer to the current edition of the “Advisory Council on Historic Preservation’s Treatment of Archeological Properties: A Handbook.” A copy of Appendix A and such handbook shall be kept on file for public inspection in the office of the Building Commissioner.
