(A) There is hereby established the Design Review Board which shall have the powers and duties as hereinafter set forth. The Design Review Board shall consist of seven members who shall be appointed as set forth herein. Members to be appointed should have a demonstrated knowledge or interest in the preservation and continued use of the City’s historic resources and a determination to work for the overall improvement of the physical and economic quality of the City’s architectural environment, with due regard for the need for balance among diverse community and property owner interests.
(B) Members of the Board shall be appointed in the following manner:
(1) The Mayor shall appoint one member who shall be a representative of the arts, cultural, or religious institutions within the Design Review District, and two members who shall be either property owners within the Design Review District, or individuals who own or operate a business within the Design Review District;
(2) The Board of Trustees of Downtown Lima, Inc. shall appoint one member who belongs to Downtown Lima, Inc.; one member who belongs to Downtown Lima, Inc. and is engaged in retail trade; one member who is an architect or design professional.
(3) The City Planning Commission shall appoint one member, who shall be on the Commission.
(4) The appointing person or entity may remove any member at any time. Council may remove any member at any time during a regularly-scheduled meeting upon motion and affirmative vote of a majority of elected Council members.
(5) All members must be confirmed by Council, and all members must be either City residents or individuals who own or operate a business within the Design Review District.
