As used in this Chapter, unless otherwise expressly provided, or unless the context clearly indicates that a different meaning is intended, the following words shall be deemed to have the corresponding definition:
(A) Alter or Alteration: Any Change in or to an external architectural feature of any Structure within the Design Review District.
(B) Applicant: Any owner, person, association, partnership, corporation, or entity that applies for a Certificate of Appropriateness in order to undertake any alteration to a Structure within the Design Review District.
(C) Application: An application for a Certificate of Appropriateness
(D) Architectural Feature: The architectural style of any building (new or existing general design, and general arrangement of the exterior of a structure including, but not limited to, windows, doors, porches, signage, colors, landscaping, cornices, exterior surface materials, decorative trim, or other fixtures of or appurtenant to the exterior of the structure).
(E) Certificate of Appropriateness: A certificate issued by the Design Review Board to authorize any Alteration to any Structure within the Design Review District.
(F) New Construction or Change: Any construction, remodeling, demolition, removal, or other type of modification to or involving the exterior of any Structure or piece of real property within the Design Review District, including signage, painting and landscaping.
(G) Design Review District: The downtown area of the City within the following geographical boundaries: from the CSX tracks on the north to the Ottawa River on the south, and from the CSX tracks on the east to the center of Metcalf Street on the west.
(H) Member: Any member of the Design Review Board.
(I) Owner: The fee simple owner of record.
(J) Review Board or Board: The Design Review Board established under this Chapter.
(K) Structure: Any place, building, work of art, fixture, or similar object, not including unimproved real estate unless expressly provided.
