(A) Before receiving a building permit, an owner or his or her agent shall pay the fees provided in division (F) of this section. Such fees shall include the costs of the prescribed inspections to determine whether or not the actual construction or alteration permitted is in conformity with this Building Code.
(B) When work for which a permit is required by this Building Code is begun prior to obtaining a permit, the fees shall be doubled. However, the payment of the doubled fees shall not relieve any person from full compliance with the requirements of this Building Code, in the execution of the work, or from any penalty provided. In no event shall the penalty portion of the doubled fees exceed five hundred dollars ($500.00).
(C) If there are any changes in the plans and specifications at any time before the completion of the work for which a permit has been granted, if such changes are in compliance with this Building Code and if such changes or additions increase the cost of the work to be done, then an additional permit shall be obtained for each such change. The fee for each such additional permit shall result in a total permit fee the same as the fee charged for one permit. However, no refund of the fee will be made in the event that such changes involve a decrease in the cost of the work to be performed.
(D) "Estimated cost", as used in division (F) of this section and as applicable to residential, commercial or industrial structures, means the current cost, as of the date of the permit, of all materials, equipment and labor used in any new construction, alteration or repair, including, but not limited to, plumbing, heating, air conditioning, refrigeration, lighting and electrical equipment and work, but not including items not normally a component part of such construction, alteration or repair, such as furnishings or manufacturing machinery. The cost may be determined, computed or estimated by the Building Commissioner in accordance with generally accepted methods.
(E) Fees for items not specifically provided for by this Building Code shall be assigned by the Building Commissioner in a manner that is reasonable and appropriate, subject to appeal to the Building Appeals Board.
(F) For construction within the City on buildings and structures subject to the Ohio Basic Building Code, the permit fee shall be eighteen dollars ($18.00) for the first one thousand dollars ($1,000.00) of the estimated cost, plus one dollar and twenty cents ($1.20) per one hundred dollars ($100.00) of the estimated cost in excess of one thousand dollars ($1,000.00), up to and including fifteen thousand dollars ($15,000.00). The permit fee shall be ninety-six cents ($0.96) per one hundred dollars ($100.00) of the estimated cost between fifteen thousand dollars ($15,000.00) and nine hundred eighty-five thousand dollars ($985,000.00). The permit fee shall be thirty-six cents ($0.36) per one hundred dollars ($100.00) of the estimated cost between nine hundred eighty-five thousand dollars ($985,000.00) and two million dollars ($2,000,000.00). The permit fee shall be eighteen cents ($0.18) per one hundred dollars ($100.00) of the estimated cost between two million dollars ($2,000,000.00) and five million dollars ($5,000,000.00). The permit fee shall be twelve cents ($0.12) per one hundred dollars ($100.00) of the estimated cost above five million dollars ($5,000,000.00). The minimum fee shall be eighteen dollars ($18.00).
(G) For construction on buildings and structures subject to the Ohio Basic Building Code and owned by a school, the permit fees established by this division shall be as set forth in section 1490.01 of this Code.
(H) Residential building, roofing and siding construction fees within the city shall be established as set forth in section 1490.01 of this Code.
(I) The fee for any inspection of an existing structure, or part thereof, or other special service, shall be as set forth in section 1490.01 of this Code.
(J) The fees established herein shall not be charged for work to be performed upon property owned by an agency of the Federal government or the City. The fees established herein shall not be charged for work to be performed upon property owned by a school for construction work with total estimated cost of less than ten thousand dollars ($10,000.00).
(K) There shall be a plan examination fee, for those structures subject to the Ohio Basic Building Code, as set forth in section 1490.01 of this Code. There shall be an additional fee for plans requiring accelerated review, also set forth in section 1490.01 of this Code. Such fees shall be paid at the time of submission of plans to the City.
(L) All building permit fees and plan examination fees shall have a 5% additional charge over the fees set forth herein, on permit fees subject to the Ohio Basic Building Code.
(M) For commercial structures erected for an intended period of less than 180 days, there shall be a permit fee as set forth in section 1490.01 of this Code.
(N) No permit shall be issued for the construction, erection, alteration or maintenance of any sign or outdoor display structure, any part of which projects or hangs over a public sidewalk or street, until the applicant has furnished the following to the Building Commissioner:
(1) Proof that he or she is duly licensed to engage in the business of constructing, erecting, maintaining or altering signs or outdoor display structures or of posting bills or painting signs, under the provisions of Chapter 866 of these Codified Ordinances.
(3) Evidence that he or she has public liability insurance in effect with an insurance company qualified to write such insurance under the laws of the State, in an amount not in excess of the maximum specified herein, deemed by the Commissioner adequate to cover any such lawful claims for damages.
If the applicant holds or is applying for more than one permit, he or she may cover as many signs as he or she chooses by one insurance policy. In the event of such multiple coverage, the amount of insurance coverage required shall be fifty thousand dollars ($50,000.00) for property damage and three hundred thousand dollars ($300,000.00) for general liability, regardless of the number of signs such insurance covers.
