When applications for unusual technical design or magnitude of construction are filed, the Building Commissioner may refer such plans and specifications to whoever he feels is qualified for analysis and recommendation as to safety of design and compliance with this Building Code or may retain a properly qualified licensed engineer or registered architect to examine the application for a specific building operation with respect to structural safety and compliance with this Building Code and with all other statutory requirements.
