(A) The provisions of this Building Code shall be construed to secure their expressed intent and to insure the public safety, health and welfare insofar as they are dependent upon building construction.

(B) The provisions of this Building Code shall be held to be the minimum requirements to protect the health, safety, morals and welfare of the residents of the City. When this Building Code imposes greater requirements than those imposed by other provisions of law, the provisions of this Building Code shall control.
