When any person, pursuant to Ohio R.C. 711.13 and other sections relating thereto, submits an application to the Planning Commission, acting in its capacity as a Platting Commission, requesting the Commission's approval for a proposed division of a parcel of land without platting such parcel, such applicant shall pay to the Clerk of the Commission a fee as required in Chapter 1290 of this Code. Such fee is hereby determined to be necessary to cover the reasonable expense of investigation of the application. All fees so collected shall be delivered by the Clerk of the Commission to the City Treasurer and credited to the General Fund of the City.
