When any person proposing to make a subdivision within the City or within a three- mile radius of the corporate limits files a preliminary plat with the Planning Commission, acting in its capacity as Platting Commission, such person, hereinafter referred to as the developer, shall pay a fee as required in Chapter 1290 of this Code.
All fees so collected shall be delivered by the Clerk of the Commission to the City Treasurer and shall be credited to the General Fund of the City. Such fee is hereby determined to be necessary to cover the reasonable expenses of investigation and other expenses incidental to the determination of such matters.
