Industrial producers of refuse, wherever located, and haulers of refuse originating outside the City who are granted the right to convey such materials over the streets of the City, shall accomplish such operation only in trucks or vehicles so constructed as to prevent the leakage or scattering of such material. A tarpaulin shall cover the contents thereof at all times, except when such vehicles are being loaded or unloaded.
