1052.073   PLACING RECYCLABLE MATERIALS.
   (A)   On the regularly scheduled garbage collection day, residents of one-family residences, two-family residences and trailers shall place the recycling container at the curb in front of the residential unit, next to their regular garbage containers. Residents of apartments and condominium residential units shall have specially designated storage units placed at their complex, designated to be used for placement of recyclable material.
   (B)   All persons residing in residential units in the City, who are affected by this chapter, shall place their recyclable material in the appropriate recycling container or other storage unit and keep such material separate from their other garbage and refuse.
   (C)   No person or owner of premises serviced by the City or its agent shall place any recycling container or material for collection on any street, curbside or right-of- way earlier than 6:00 p.m. the day before the scheduled collection day for that premises, and all such persons must remove the recycling container from the collection site no later than 6:00 p.m. the day after the scheduled collection day.
   (D)   Following receipt of a complaint or observance of a violation of division (C) of this section, the resident or owner shall be notified by the City as to a violation of this section. After issuance of such notice, the resident or owner shall, within 24 hours, remove the recycling container from the street, curb or public right-of-way. Should the property owner or resident fail to remove the container, the Utilities Department shall cause the removal of such container(s). The owner or resident shall be billed for the cost of the removal service, together with a twenty-dollar ($20.00) administrative fee. These charges shall be added to the next garbage and refuse charge for the water service utility billing for such premises. Failure to make payment of these additional charges will result in termination of water service at the premises.
