1040.27   UNLAWFUL DISCHARGES.
   (a)   No person shall discharge or cause to be discharged any unpolluted water such as storm water, groundwater, roof runoff, subsurface drainage or cooling water into any sanitary sewer, except that storm water runoff from limited areas, which may be polluted at times, may be discharged into the sanitary sewer by permission of the Director of Utilities.
   (b)   Whenever the Director finds that any provision of this section is being violated, he shall issue a written order to the person responsible for the removal, elimination or correction of such condition, for removal of such connectors or drains from such sanitary sewer within ninety days after service of such order.
   (c)   The service of such order shall be made upon the person to whom it is directed, either by delivering a copy of the same to such person, or by delivering the same to and leaving it with any responsible person in charge of the premises, or by affixing a copy thereof in a conspicuous place on the door to the entrance of such premises.
   (d)   Storm water, other than that exempted under this section, and all other unpolluted drainage shall be discharged into such sewers as are specifically designated as combined sewers or storm sewers, or to a natural outlet approved by the Director and the City Engineer. Unpolluted and industrial cooling water or processed waters may be discharged, upon approval of the Director and the Engineer, to a storm sewer, combined sewer or natural outlet.
