Where a public sanitary or combined sewer is not available under the provisions of Section 1040.02, the building sewer shall be connected to a private wastewater disposal system. Such system shall conform to Household Sewage Disposal Rules 3701-29-01 to 3701-29-23, inclusive, of the Ohio Sanitary Code as required by the Board of Health of the Combined Allen County General Health District, and authorized by R.C. § 3709.21.
