1040.02   USE OF PUBLIC SEWERS REQUIRED.
   Except as otherwise provided, no person shall construct any privy, privy vault, septic tank, cesspool or other facility intended or used for the disposal of wastewater within the City. The owner of any house, building or property used for human occupancy, employment, recreation or other purposes, situated within the City, abutting on any street, alley or right-of-way in which there is not located a public sanitary or combined sewer of the City, is hereby required, at the owner's expense, to install toilet facilities therein, and to connect such facilities directly with the proper public sewer in accordance with the provisions of this chapter, within ninety days after the date of official notice to do so, provided that such public sewer is within 200 feet (seventy-one meters) of the property line.
