(A) No person shall engage in the business of constructing, erecting, maintaining or altering a sign or an outdoor display structure, or of posting bills or painting signs in the City, whether maintaining a place of business therein or not, without first obtaining a license to do so and paying an annual fee in the amount specified in Section 868.01.
(B) A person shall be considered engaged in the business of constructing, erecting, maintaining or altering a sign or an outdoor advertising structure or of posting bills or painting signs, if he or she performs any one or more of such acts for hire, revenue, rent, profit, salary or wages. However, no license shall be required of employees of a licensee, nor shall a license be required of the owner or lessee of premises for constructing, erecting, maintaining or altering signs, in, on, about or on the front or walls or roof of such premises and advertising a business conducted in such premises.
