Any operator granted a license to operate a taxicab or taxicabs must provide service, which is available by phone contact, to the public twenty-four hours per day, seven days a week, including holidays. Failure to provide this service shall be reason for the Mayor or his designee to revoke the operator's license. Every operator granted a license after passage of this section, or those with existing licenses, must file a schedule of his regular hours with the Mayor. Service shall not be changed thereafter without the consent of the Mayor.
