No operator or driver of a taxicab shall:
(A) Drive over any fixed or regular route;
(B) Pass any specified point on a fixed or regular time schedule for the purpose of picking up passengers;
(C) When hired, accept any other passengers without the consent of the person who has hired the cab;
(D) Permit a taxicab to practice cruising on the streets or in quasi-public places; or
(E) Permit the carrying of nonpaying passengers at any time.
