852.01   DEFINITIONS.
   As used in this chapter:
   (A)   "Cruising" means the driving of an unengaged taxicab for the purpose of soliciting passengers.
`   (B)   "Driver" means the person in actual physical control of a taxicab.
   (C)   "Operator" means any person owning, in charge of or managing a taxicab business in the City.
   (D)   "Paint" means the application of coloring matter in oil solution and not in water solution.
   (E)   "Taxicab" means any public vehicle whose owner or driver secures or accepts passengers for hire on the public streets or in public or quasi-public places, except a motorbus operating under franchise of the City.
   (F)   "Unengaged taxicab" means a taxicab in the charge of a driver and neither occupied by or standing at the direction of a passenger nor responding to the call of a prospective passenger. A taxicab standing at a taxi stand shall be presumed to be unengaged.
   (G)   "Taximeter" means a mechanical or electronic instrument or device by which the charge for hire of a public cab is calculated, either for distance traveled, or for waiting time, or for both, and upon which such charges shall be indicated by means of figures.
