(a) Any person, either as owner, agent or otherwise, who furnishes, operates, conducts, maintains, advertises or otherwise is engaged in the business or service of nonemergency medical transportation and provides these services as described in section 840.01(m) of the Lima Codified Ordinances upon the streets, alleys or other public ways or places of the City shall register with the Registration Officer as a “Nonemergency Medical Transport Organization.”
(b) No registration shall be required under this chapter for operation of an ambulette or basic medical transport by a medical transportation organization, which:
(1) Is operated from a location or headquarters outside the City in order to transport patients who are picked up beyond the limits of the City and transports to locations within the City. However, any such Nonemergency Medical Transportation Organization that causes an ambulette or basic medical transport to be used to pick up patients within the City for transportation to a location within the City shall be registered with the Registration Officer.
(2) Is owned by an a licensed cab operator and operated by a licensed Taxicab Driver pursuant to Lima Codified Ordinances Chapter 852.
(3) Is owned and operated by a public social service agency transporting the patients and clients of the agency.
