840.10   DUTIES OF LICENSE OFFICER; MAYOR.
   (a)   The License Officer shall, within a reasonable time after receipt of an application for any license under this chapter, cause such investigation as the officer deems necessary to be made of the applicant or application for the purpose of processing the license application.
   (b)   The License Officer may issue a license for a specified emergency medical service organization, which shall have no expiration date, unless earlier suspended, revoked or terminated, when the officer finds that the emergency medical service organization has met all the requirements of this chapter and all other applicable laws, ordinances and rules.
   (c)   The License Officer may issue a license for a specified ambulance, which license shall expire on December 31 of each year, unless earlier suspended, revoked or terminated, when the officer finds:
      (1)   That each ambulance, its required equipment and the premises designated in the application have been certified by the appropriate official as provided for herein;
      (2)   That the applicant is a responsible and proper person to conduct or work in the proposed business;
      (3)   That only duly licensed drivers, attendants and attendant-drivers are employed in such capacities; and
      (4)   That all the requirements of this chapter and all other applicable laws and ordinances have been met.
   (d)   The License Officer may issue a license to a driver, attendant or attendant-driver, valid for a period of one year, unless earlier suspended, revoked or terminated, when the officer finds that the applicant has a valid State driver's license and has completed emergency vehicle training, and when the officer finds, further, that the applicant:
      (1)   Is not addicted to the use of intoxicating liquors or narcotics and is morally fit for the position;
      (2)   Is able to speak, read and write the English language;
      (3)   Has been found by a duly licensed physician, upon examination attested to on a form provided by the License Officer, to be of sound physique, to possess eyesight corrected to at least 20/40 in at least one eye, and to be free of physical defects or diseases which might impair the applicant's ability to drive or attend an ambulance with reasonable accommodations; and
      (4)   Has a currently valid certificate evidencing successful completion of the State of Ohio certified EMT, EMT-B, EMT-I or EMT-P courses.
   (e)   All licenses issued, suspended, or revoked under this chapter shall be done only with the approval of the Mayor. For good cause shown, after consultation with the Fire Chief, and with Council approval, the Mayor may waive any requirement of this chapter if he determines that such a waiver is in the best interests of the residents of the City and does not adversely affect the public health, safety, and welfare.
   (f)   The Mayor is authorized to develop a 911 and emergency call dispatching policy that shall be submitted to City Council for approval.
